If she has that much experience and on a specialty field such as being an OR nurse then she may be qualified for the H1B visa.
Th H1B visa is a working visa w/c is given on an annual basis but as far as this current year, only 44,800 or so visas are used up as of the moment. The annual cap is 65,000. So, there are still H1B visas available.
The term 'retrogression' is not for nursing jobs but for non-working visas as majority of nurses going to the US are petitioned via EB3 or more commonly known as green card/permanent visas. It is 'retrogressed' because there are more demand than visas available.
The H1B working visa is diff. from EB3. The H1B working visa has it's own pros and cons or limitations as compared to being petitioned as a permanent resident.
Besides from asking potential employers to petition your daughter under H1B, it is also impt. to consult a reputable immigration lawyer.

Hi Mamalousa. Welcome to www.foreign-nurse.lefora.com
So nice of you to have decided joining us here.
As what the T-cell said, your daughter may qualify for H1B because she is working in a specialized field of nursing. But you have to take note as well that only a few number of nurses goes to US through this kind of visa. With or without retrogression, majority of us prefers to apply for Immigrant visa instead.
The timeline for H1B processing is of course shorter than if u have to apply for EB3. It can only take up to one year being the most.
Passing NCLEX is not enough, your daughter must also pass the english language proficiency exam e.g IELTS, TOEIC, TOEFL....
God Bless
