I have one question.. it have been on my mind eversince. Please enlighten me on this:
Why are there some cases that you have different PD with your I-140 approval date. Mine have the same dates. Approved I-140: July 3, 2006, PD the same.
What if one has a PD of like for example Mar. 2005 but has a approved I-40 of like Jan. 2006? What will happen to this case, what will NVC follow in terms of Visa Bulletin cut off dates? Will someone with a PD of Mar 2005 with approved I-140 of same date be given priority if like the VB shows April 1 2005?

I most cases the Priority date is same as the applicant's Notice of receipt date (the date that USCIS gets hold of your application). I140 approval date may not always be the same as your Priority date because it does not conclusively mean that USCIS have to approve your case immedietly upon receiving your I140 application.
Remember that the USCIS also has their own time-frame in processing applications for approval specially so that we are on retrogression. Your case wont be approve till the USCIS is ready to review your file.
Way before the retrogression started, most of the nurse applicants has same PD and approval date because at that time, USCIS speedily processes and approves a complete application since visas were readily available. Your case is a good example.
Another thing, applications filed under the PP (Premiun processing route) has almost same PD and approval date. May only differ in days.
Difference in PD and approval date may also has something to do with USCIS requesting applicants to show additional evidence to make the petition worth approving otherwise known as the RFE before they will approve a case.
Anyway, you have to bear in mind that NVC is processing cases based on Priority dates. The approval date has no significance. So you do not have to worry much on this.
T-cell may also have a good explanation on this. Let us wait for his post.

Cut-off dates on the VB always uses the priority date, not the approval date. This is to make sure that priority is given to those who filed earlier and not those whose file was approved earlier, specially since processing is done by different USCIS service centers.
If applicant A's case was file on Feb. 1, 2006 and processed under Texas Service Center and approved May 1, 2006 and applicant B's case was filed on Jan.1, 2006 and processed under Nebraska Service center (notorious before as taking at least 8 mos. to process I-140s) and only approved Sept. 1, 2006, applicant B theoretically would still be ahead of applicant A come visa processing time and presuming other variables are equal as there are more variables that comes into play that affects who goes first or not. Variables such as not paying the visa fee bill promptly or purposely delaying it for some reasons, DS-230 form not given promptly by agency or lawyer when being asked by NVC already, re-scheduling appointment dates, medical conditions found in the medical check-up, etc...
To be honest, it's my first time to hear a PD the same as the approval date even if through premium processing. Did you check that out on USCIS' website yourself or was it just relayed to you by someone?
If that is really the case, then just consider yourself lucky that your I-140 was processed that quick.

Yup, I even double checked with my notice of approval document and the receipt notice of my USCIS papers. It's the same, PD and my approval date.
I was initially applied at Nebraska, then got stump out due to lack of some documents afetr waiting for merely 8 mos, then my agency again reapplied at Texas Service Center, there is where I got my approval.
Just want to share this:
First I140 petition:
Receipt Date : August 9, 2005
Notice Date : August 9, 2005
Priority Date : August 9, 2005
Approval Date : February 2006
Note : My ex-immigration lawyer told me that my I140 approval date could have
been same as my Priority date if only I was able to take IELTS earlier, secure
and provide my CGFNS certificate to the USCIS. My ex-lawyer filed my
immigrant petition initially with CGFNS passing letter only. That is why
the USCIS issued a RFE way before the petition is approved.
I still believe that this is the main reason why I get caught with this retrogression. Since the date that I got my I140 approved(February 2006) by the USCIS, my application never reached the NVC. Lost in the middle till finally retrogression started last quarter of 2006. Tried making a follow up with USCIS, officer told me that my case has been forwarded to the NVC. Tried contacted NVC late 2006 till early 2007, NVC said they did not received my file from USCIS. Sometimes badluck like this happens. My previous agency also was held helpless and futile. Realizing what I've been through, with the delays and misfortunes brought by less-efficient agency and Immigration lawyer I have, I decided to quit.

Receipt Date : May 21, 2007
Notice Date : May 30, 2007
Approval Date : May 30, 2007
Priority Date : August 9, 2005 ( PD carried over from my 1st petition ).

What I mean is, I decided to end up my legal ties with my 1st agency/petitioner way back 2007, and have joined a new agency right after quitting with them. The EB3 petition that I am having now is actually my second petition already.
I am hell regreting for making the biggest mistake of joining a less-efficient agency last 2005. I could have been in USA as early as 2006 if only that 1st agency/Immigration lawyer of mine did their part well in processing and following up my case with USCIS and NVC. Anyway, another lesson learned.
AND NOW, HERE I AM, STILL HOLDING ON. BELIEVING THAT SOMEDAY WE WILL ALL BE IN AMERICA.

I assume that you are from India.
Letting you know that we are still on retrogression and based on the current Visa Bulletin, there are no available visas for EB3 India nd Philippines.
Not until a bill is passed into law, I can say you/we still have to wait for years before we can finally set our feet to the land of Milk and Honey.
To add up, Cut-off date for India is notoriously moving so slow. Do not expect for anything delightful for now. I suggest the you consider other options like applying somewhere else for time being. I believe New Zealand and Canada are also hot thriving places for Indian Nurses.

Hi, Samson and welcome to the forum. I agree with nurseidol. Unless, the nursing bill (H.R. 2536) is taken up and passes it would take years. Besides from visas for EB3 India, Philippines, and the rest of the world being all unavailable until Sept. 2009 early estimates for cut-dates for the whole of EB3 in Oct. 2009 is just a cut-off date of 2003.
